It unlocks one Star System Improvement and one Luxury Resource Exploitation, requires research in Localized Stasis, in Hypermagnetics, or in Large-Scale Neurals, and allows further research in High Albedo Alloys, Hypermagnetic Shielding, and Advanced Countermeasures.
